Heating & Air Conditioning in Redwood City, CA

Upgrade Home Services repairs and installs heating, air conditioning and water heaters in Redwood City. Heat pump water heaters, heat pumps and AC repair fit most homes here. Redwood City's 2025 building code update does not require existing homes to retrofit, but the city encourages electric upgrades and has described its own rebates on top of WestLight Energy's. We file the permit with the Building Division.

Do I have to switch to electric in Redwood City?

No, not for an existing home. In a September 2025 staff report on the 2025 building codes, city staff wrote that updated residential codes apply to new construction and that retrofitting will not be required for existing homes. The same report says the city suspended enforcement of its 2022 reach codes in March 2024, and that the new codes were set to take effect January 1, 2026. Instead of mandates, the city plans to educate homeowners and promote local incentives for going electric during remodels.

So the choice is yours. If your gas furnace or water heater is working, keep it. When it is time to replace one, we will price both gas and electric options side by side.

Are there heat pump rebates in Redwood City?

There may be two layers. The September 2025 staff report describes city rebates for heat pump water heaters and electrical panels, on top of rebates from WestLight Energy, the electricity provider for nearly all San Mateo County homes (it was called Peninsula Clean Energy). As of November 2026, WestLight’s heat pump water heater page and rebate application page are the place to start. Programs change, and funding runs first-come, first-served, so you may qualify; give us a call and we’ll check what applies to your home.

How does a heat pump water heater swap work?

  1. Site check. We look at where the old tank sits, the space and airflow around it, and your electrical panel.
  2. Written quote. You get a clear price for the new unit and any electrical work. Estimates are free.
  3. Permit. We apply through the city’s Building and Code Enforcement online portal. WestLight’s rebate asks for a copy of the permit, so we make sure you have one.
  4. Install and inspect. We remove the old tank, install and test the new one, and meet the inspector.

Key takeaway: Redwood City isn’t forcing existing homes off gas. When your water heater or furnace is due, compare a heat pump, and ask us to check both city and WestLight rebates.

What services do we offer in Redwood City?

What do Redwood City homeowners ask us?

Does a mild climate make a heat pump a good fit?

Redwood City’s slogan is “Climate Best by Government Test” (see the city’s About the City page). Mild weather is one reason heat pumps are a popular way to both heat and cool Peninsula homes. We size each system to the house so it runs efficiently.

Do you have projects in Redwood City?

We have not posted one here yet. Nearby in Palo Alto, we replaced a furnace and AC with an Amana heat pump and enlarged the ducts.

Will I need a new electrical panel?

Not always. We check your panel during the estimate, and WestLight lists a bonus rebate for panel upgrades tied to heat pump equipment.
